[WAM-IPE] WAM-IPE r96626: Revert back to old versions of IPE and IPELIB until...

Hi, all WAM_IPE developers and Sam,

I needed to commit the bug fixed code changes from Zhuxiao, then I realized
that the latest WAM-IPE trunk version 96626 could not be compiled due to
the IPE part compiling failed.  Then I check back the older WAM-IPE
version, 96236, which was committed for ZHuxiao, Tim and Rashid' code
change and passed the regression tests when committed it.  It still failed
to compile IPE.  Then I checked out more older 94278 version which was to
commit the IAU code on 06/12/2017, and still failed to compile IPE now.
Finally I used my saved original 94278 code in my Theia machine working
directory that created on 06/12/2017, which absoutely passed the compiling
and regression tests as showing in the code, and it still failed to compile
IPE.

The conclusion:  the problem is NOT in the WAM-IPE trunk inside, it is due
to something wrong outside the WAM-IPE trunk.

Zuxiao, due to the IPE failed to compile, I need to wait the problem fixed
to commit your code changes since I need to pass the regression tests.
