[Ncep.list.outagereports] Update... NCEP DAILY OUTAGE REPORT FOR 02/26/2015

All,

Update.. SWPC is now reporting that their primary systems are back up and
products are flowing without issue.  So that the previous open item is now
closed.  They will be providing an updated report to the cause(s) of the
previous outage due to failover testing being performed yesterday...later
this morning per SWPC.

Previously, SWPC is reporting that all their primary systems are down due
to fail over issues while testing was being performed.  Impact; no SWPC
products have been issues since 2/25 1900Z.  They have degraded solar
surveillance capability.   Multiple agencies are investigating.
