[Ncep.list.ntbn_nbuild] AWIPS2 17.2.1 RHEL7 Upgrade on NTBN

Essentially, it was the port aggregation that has been turned on at all
NCEP sites. I have asked ISG (Kim Hoang) to check both of those platforms
prior to installation, but I will put a reminder on my calendar to
follow-up with him prior to ensure we won't run into this again.

*Sanford* - this is something we should put into the Mod Note as a Day 1
activity (or perhaps in the prereq section) to have NCEP sites call the NCF
to have port aggregation turned off of DX2, and then post-install to ensure
it gets turned back on again.
