[Ncep.list.nems.announce] Impending NEMS Commit

This commit will be going in as planned at noon Eastern time.
The reason for the uncertainty was that we discovered that the
FV3-MOM6-CICE5 warm start test will sometimes produce different results.
The code managers for the related apps determined this was not to related
to the NEMS commit. However, the problem is also not solved by these
commits. Bin Li has made a ticket and someone will work on that problem
Final test results are here:
Jet has "ERROR 404" because the tests were not run there due to quota
issues. As noted in the prior email, we will retest Jet next week after
things settle down on that machine.
