[Ncep.list.nems.announce] slow execution on Jet

Hi all,

It has been reported by several users that the NEMSfv3gfs is running slowly
on Jet, sometimes by as much as a factor of 5, and sometimes even hanging
during ESMF initialization.  An investigation is underway; this problem has
been passed on to the Jet and ESMF helpdesks.  However, we know now that it
is not specific to any model, nor presence or absence of NEMS, nor
selection of Jet partition, nor selection of workflow scripts.  The current
working theory is that there are filesystem issues.

If you are running a job that does not use ESMF at all, and are seeing
unusually slow runtimes on Jet, then please report that to the Jet helpdesk
as soon as possible.
