[Ncep.list.nems.announce] upcoming nems commits

Hi all,

I've been asked to do commit #1 sooner, so I'm going to do it today after
doing some retests on Theia, just as a sanity test.  Again, these commits
are already tested.

Commit #2, Selene support, is going in Friday.  I need to have further
discussions with others working on Selene before finalizing that commit,
otherwise I would have done it today.
