[Ncep.list.nems.announce] NEMS repo or disk access issues?

Hi all,

Please be as specific as possible about your access issue report.  If
possible, please give us the exact "svn" or "git" commands that are
failing, and their error messages.  For disk issues, please tell us the
directory or file you cannot write.
