[Ncep.list.nems.announce] NEMS commit for WW3-GSM app

Hi all,

The commit is tentatively scheduled for 4:30-5:30 PM Eastern time today.
It may be delayed until late this evening (~8 PM) if I end up in unexpected
meetings between 4:30-5:30.
