[Ncep.list.nems.announce] NEMS commit for WW3-GSM app

Hi all,

As previously mentioned, we're committing the following change to the NEMS
trunk:

    Create WW3-GSM app.  Add two wave variables (wave_z0_roughness_length
and wave_bottom_current_period) to the NUOPC FieldDictionary in
module_EARTH_GRID_COMP.F90.

The change to NEMS can be found in this branch:

The new app's trunk is here:

All compsets for both NEMSGSM and NEMSfv3gfs passed on all platforms they
support.  Tests were run here:

Note that, after this commit, WW3-GSM is now an officially supported app.
All proposed NEMS trunk commits (except documentation-only commits) must be
tested against that app before they can be merged to the trunk.  The
WW3-GSM will be added to the nightly regression tests.
