[Ncep.list.nems.announce] temporarily shutting down theia regression tests due to resources

Hi all,

I'm temporarily stopping the automated NEMS regression tests on Theia
because the "nems" project is almost out of resources.  I'm tentatively
planning on running the tests once on Saturday, if we have resources, but
that will be the last time until Feburary.
