[Ncep.list.nems.announce] NEMSfv3gfs works on upgraded Theia

He only tried the NEMSfv3gfs.  He ran the NEMSCompsetRun, which runs all of
the regression tests and uses both the compile.sh and NEMSAppBuilder.
