Dear all,

A gsm related NEMS code change is ready to commit to trunk.

description:
Jongil tuned convection trigger to reduce wet bias when the model is run
with new land package. The NEMS/tests/gsm_config is updated.This change is
part of gsm updates specified in gsm ticket 106: gsm bug fixes and a couple
tunings for convection and soil data:
​https://svnemc.ncep.noaa.gov/trac/gsm/ticket/106

gsm baselines were created on wcoss and theia. Regression test passed on
these machines.
