[Ncep.list.nems.announce] Three upcoming commits to NEMS and NEMSLegacy trunks

Hello all,

The first two commits are ready for your perusal and will be committed
between 8-9 PM Eastern today.  I'll send out another email once the third
commit is ready.


COMMIT #1: new NEMSAppBuilder (results unchanged)
Add new NEMSAppBuilder with non-interactive build mode
Add appBuilder files for all five rt.sh build targets
Update rt.sh to use NEMSAppBuilder

WCOSS: /nems/save/Samuel.Trahan/new-commits/new-appbuilder


COMMIT #2: correct global module logic (gocart results changed on Theia)
This is a bug fix; global scripts were loading the wrong modules.
Remove exngac script.  All global scripts will use exglobal.
Update exglobal and j-job level scripts in NEMS/tests to not load modules
when certain variables are set.
Update qsub/bsub/msub scripts to load modules.

/scratch4/NCEPDEV/nems/save/Samuel.Trahan/new-commits/modules-once

New baseline:
Theia: /scratch4/NCEPDEV/nems/noscrub/emc.nemspara/REGRESSION_TEST
WCOSS: No change.

Note that the baseline data and input data are now owned by emc.nemspara on
Theia.
