[Ncep.list.nems.announce] GSM Trunk Commit - Ticket 109: Add gcycle to physics driver and version 3.0

Dear all,

The NEMS trunk is updated with the regression test log files from gsm trunk
update today (gsm ticket 109:  Add gcycle to physics driver and version
3.0).
Committed revision: 82751.

NEMSLegacy is also updated to the latest NEMS trunk 82751 and gsm trunk
82748. Committed revision 82752.
