[Ncep.list.nems.announce] old regression test data

Hi all,

In case you need it, I have been storing older versions of the
REGRESSION_TESTS directories on Theia and WCOSS Phase 1.  The directory is
named by the last revision of NEMSLegacy that can use that data.

Theia:

/scratch4/NCEPDEV/nems/noscrub/emc.nemspara/rt-rev84609

WCOSS Phase 1:

/nems/noscrub/noscrub/emc.nemspara/rt-rev84609

Presently, there are only two old revisions: 84609 and 84034.  We'll move
to a more sophisticated system when we get rid of NEMSLegacy.
