[Ncep.list.nems.announce] Revised commit list, including restart support for ugcs seasonal

Hi all,

There are some requests for new commits, and Patrick Tripp's change has to
go in before my commits.  Here is the new order and the part of the
repository it changes:

1. UPDATE NMM (NEMSLegacy)
Committer: Tom Black

Update nmm external in NEMSLegacy to  nmmb trunk.  Update regression test
data.

2. TIMESTEP UPDATE FOR RESTART SUPPORT (NEMSLegacy, nems)
Developer: Patrick Tripp
Committer: Sam Trahan

Update the current time based on a namelist option.  This is to support
coupled restarts for the UGCS Seasonal.  There is only one file changed:
module_NEMS_GRID_COMP.F90

I will send out a branch soon.  I'm waiting for Tom Black's commit to go
through.  Unfortunately, there are some WCOSS technical issues right now,
so it may not go through until Monday.  Cross your fingers.

3. REGRESSION TEST / COMPSET RUNNER UPDATES (NEMSLegacy, nems)

This mainly fixes bugs in the rt.sh and rtgen system and adds a few
requested features.  This was detailed in an earlier email.  However, there
will be a few NEW additions this commit:

 - The rt.sh will abort if you are on WCOSS Phase 2, Yellowstone or GAEA.
You can override this with -F.  This fixes the a common mistake: users
accidentally ran on WCOSS Phase 2, which breaks the GSM tests
 - Documentation of the system is added at the NEMSLegacy level.
 - Move the produtil external out of the app, into the nems.  This will add
a recursive external: checking out the NEMS external checks out a produtil
external within.

4. MONITOR NEMS RESOURCE USAGE (NEMSLegacy, nems)

Adds resource usage reporting to a "nemsusage.xml" file, written at the end
of the NEMS execution.  This is purely a source code change in the NEMS/src
level.
