[Ncep.list.nems.announce] GSM Trunk Commit - Ticket 82: digita fiter for restart from history files and sigma level for diagnostic PBL clouds

Hi, All,

I am going to commit some changes related to the NEMS and GSM trunks for 
the WAM model part, and most will relate to the WAM IPE model coupling.  
It will only affect the WAM model part and its outputs.  No changes on 
the GFS and NMMB models run outputs.

The changes are:
1) Add module interface for the variables related to the WAM-IPE 
coupling.  Add O1, O2 and N2 variables.
2) add three new flags or parameters in the dyn and phys namelist 
input.  They control to trun on/off the WAM-IPE coupling, turn on/off 
using the height dependent g, and skip the real time solar forcing input 
F10.7 and KP data that before the WAM model starting.
3) fix the bug in reading the real time solar forcing input F10.7 and KP 
data.
4) Add the height dependent g when calculating the W and Z fields that 
will pass to the IPE model (from Sajal).  Using the namelist flag to 
control which g, constant g or high dependent g will be used.
