[Ncep.list.nems.announce] Removal of the NEMS "atmos" Layer is Complete

Jun,

You should probably delete the two old capping branches of GSM, like I did
with NEMS and NEMSLegacy.  It will prevent anyone (including me) from
accidentally using those branches instead of the trunk.
