[Ncep.list.nems.announce] Removal of the NEMS "atmos" Layer is Complete

It looks to me the NEMSGSM trunk is still pointing to a gsm branch, would
you please update the external link GSM to the latest GSM trunk with
revision 85905? Thanks.
