[Ncep.list.nems.announce] Permanent freeze of NEMSLegacy and commit of GSM capping

Sorry, one typo.  The FV3 app is NEMSfv3gfs.  Hence, FV3 development moves

   FV3 -> nems/apps/FV3GFS/trunk
