[Ncep.list.nems.announce] NEMS trunk update

Hello all,

Hsin-Mu Lin made changes in NEMS/NMMB that are ready for commit. No 
changes in results.

Code passed full regression tests on both Theia and WCOSS (though I'm 
rerunning tests to double-check).

Lin's description of the changes:

The purpose of this proposed modification of trunk is to have external 
radiation related physic choices in configuration file

1. choice of cloud property for radiation,"np3d"
2. choice of cloud fraction,  "CLDFRAC"
