[Ncep.list.nems.announce] regression tests on WCOSS and Zeus

Hi all,

this weekend both WCOSS and Zeus failed NEMS regression tests.

For the WCOSS it is most likely change in job-card requirements. We'll 
have to take a look in how to solve this.

On Zeus it failed on the very beginning, when rt.sh is trying to source 
~/src/conf/modules.nems file, it fails on "module purge" command.
