[Ncep.list.nems.announce] NEMS/NMMB commit

Hi all,

I plan on committing to the trunk NEMS/NMMB changes after Tom's update.

Change in regression tests: NMMB is going to switch from GFDL radiation 
scheme to RRTM. All NMMB regression tests will be set to RRTM as default 
and one test will keep testing GFDL in future.

When Tide is available I'll test WCOSS too.
