[Ncep.list.nems.announce] NEMS/NMM-B commit Trac ticket #106 (Rev #43451.)

Hi all,

I just committed my changes to the trunk (rev #43451).
Since I did all tests on both machines before they took Tide for 
maintenance, we changed order of committing to:

1. Ratko
2. Xingren
3. Tom
4. John M.
