[Ncep.list.nems.announce] nems commit

Hi, All;

I have a couple of gsm related fixes hat needs to be committed to NEMS. The
changes are:

1) to fix the flx file problem on wcoss. In current NEMS baseline, wrong
libraries in NEMS configuration file are used,  gsm flx files are
generating garbage. Please double check your results when you update
baseline.
 2) to link NEMS trunk with the latest gsm trunk. Previous gsm trunk was
not working with the latest NEMS trunk, the gsm trunk was reverted back.
NEMS side needs to set gsm external link to the latest gsm trunk.

There is no impact on NMMB except the nmm run with gsm physics are changed
on wcoss. New gsm baseline on wcoss are generated. The code has passed full
regression test on wcoss. There is no impact on zeus.
