[Ncep.list.nems.announce] planned NEMS update

Dear All,

I have created NEMS ticket #77 to enable the radiation package in NEMS GFS
to support GOCART data set in addition to the (operational) OPAC data.

The first commit is to add 6 AODs (total AOD and AOD for dust, sea salt,
OC, BC, and sulfate) into fluxr (radiation diag array). Only two routines
are changed:
M       src/atmos/phys/radiation_aerosols.f
M       src/atmos/phys/grrad.f

The flag to compute aerosol optical properties from OPAC data set has been
corrected, so GFS results are different.

New base line results for GFS.   No impact on NMMB, though.

The code revision pass the standard regression test, but encounter some
issues with the two SLG runs when creating the new baseline results.  Once
this is resolved, I'll commit the change as well as update the GFS baseline
results.
