[Ncep.list.nems.announce] NEMS/GSM commit

Moorthi, please go ahead and commit today as soon as Xingren's review is
done. Then we will decide what to do with nmmb calling gfs physics, whether
to start with the tag using the 2014 gfs physics or to upgrade the nmmb to
the 2015 gfs physics.
