[Ncep.list.nems.announce] NEMS trunk commit

Hi,

I plan on committing NEMS/NMMB changes to the trunk this Monday April 21st.

NEMS trac ticket #86:
https://svnemc.ncep.noaa.gov/trac/nems/ticket/86

Changes are related to the next NMMB implementation, parallel code is 
now merged to the current top of the trunk.

NMMB results are changed and will be updated upon commit.

Full tests passed on Tide and Zeus.
