[Ncep.list.nems.announce] Planned commit to NEMS trunk: (step 3 under NEMS ticket #41)

Success at last! The regression test on Zeus finally made it through all 
13 tests without hic-up. The results are in 
Zeus:/home/Gerhard.Theurich/NEMS.trunk31328-working/job/regression_tests/RegressionTests_zeus.log

@Raghu, did you change anything? Suddenly this afternoon it started working.

@Moorthi, I am ready to commit once I see your commits go onto the trunk.
