[Ncep.list.nems.announce] Follow-up commit to NEMS trunk for ticket #41 NUOPC/OCN integration

After Gerhard's commit, I'll commit code changes to restore post_quilting
regression tests in NEMS. (NEMS ticket #46 and GSM ticket #23)
