[Ncep.list.idp.mrms.users] MRMS version 11.0.3

MRMS LDM users,

On 15 November 2016, MRMS will be upgraded to version 11.0.3. The details
of this upgrade may be found in the attached Release Notes document. No
changes will be made to the LDM servers, although we will be failing over
between College Park and Boulder to exercise both systems. Additional
announcements will be made prior to the change in operational sites.
