Making sure you received this memo that describes FY End Travel Guidance.

In particular note that "If trip dates start and end in FY18, E2 users are
encouraged not to arrange or plan travel during FY17 which would require
tickets to be issued on or after October 1, 2017. However if travel is
mission critical and must be booked in FY17, E2 users should follow the E2
Solutions Fiscal Year End (FYE) Travel Guidance."

Currently the E2 system does not have an automated solution to address the
obligation of funds related to year end processing.  Department of Commerce
(DOC) Bureaus are working with DOC to implement a solution.  For this
reason, an automated process will not be available for the upcoming Fiscal
Year (FY) crossover (FY17/FY18).  As a result, E2 Solutions (E2) users must
keep the following in mind:

   - There are no system controls in place to assist with the proper
   allocation of expenses to be incurred against new FY funds (FY18)
   - There is no automated process in place for posting new fiscal year
   (FY18) Travel Authorizations (TA) processed during the current fiscal year
   (FY17)
   - E2 users are responsible for ensuring Appropriations Law and Federal
   Travel Regulations (FTR) are followed




Based on Appropriations Law and DOC Year End Memo guidance (the link to
this document can be found in the Reference Information section below), E2
users should be mindful of the following scenarios that may be encountered
around the fiscal year end timeframe and allocate expenses accordingly.

*Trip Dates Start and End in FY17*
If trip dates start and end in FY17, E2 users should follow current travel
business processes.

*Trip Date Starts in FY17 and Ends in FY18*
If trip dates start in FY17 and end in FY18, E2 users should follow
guidance provided both in the DOC Year End Memo and the E2 Solutions Fiscal
Year End (FYE) Travel Guidance (the link to these documents can be found in
the Reference Information section below) to ensure FY17 and FY18 expenses
are obligated to the correct year and funding source.

*Trip Dates Start and End in FY18*
If trip dates start and end in FY18, E2 users are encouraged not to arrange
or plan travel during FY17 which would require tickets to be issued on or
after October 1, 2017. However if travel is mission critical and must be
booked in FY17, E2 users should follow the E2 Solutions Fiscal Year End
(FYE) Travel Guidance.

Any TA processed in E2 which cites FY18 accounting prior to FY18 funding
becoming available on or after October 1, 2017, will be rejected by the
Commerce Business Systems (CBS).  Any TA that is final approved in E2 but
is rejected by the CBS financial system for funding *WILL NOT* prevent
reservations from being ticketed however, the authorization must be
reapproved on or after October 1, 2017 when funding becomes available.
