HT401 – High Threat Security Overseas Seminar

*HT401 High Threat Security Overseas Seminar* is an interactive eLearning
seminar that is available via the Internet, from a computer or mobile
device. A training completion certificate for those who have successfully
completed HT401 High Threat Security Overseas Seminar is considered valid
for five years (Department of State 13 FAM 320).

Audience

*HT401 High Threat Security Overseas Seminar* is mandatory training for
personnel serving under Chief of Mission authority at FACT/HTSOS designated
posts.
Permanently-Assigned Personnel:

   - All permanently-assigned U.S. Government executive branch personnel
   (FS, CS, PSC, WAE)
   - All employed Eligible Family Members (EFMs).

TDY Personnel:

   - TDY personnel under Chief of Mission authority of less than 45
   cumulative days in a calendar year at any one time, or any combination of
   designated posts are subject to the mandatory requirement.
   - Personnel on TDY for more than 45 days or who transfer on Permanent
   Change of Station (PCS) orders to a FACT mandatory post or transfer after
   January 01, 2016 to any Bureau of African Affairs post are required to have
   completed FACT training prior to arrival at post. Both NEA and SCA will be
   FACT mandatory for PCS after January 01, 2017; WHA after January 01, 2018;
   EUR and EAP after January 01, 2019.

Third-Party Contractors:

   - Third party contractors may enroll on a reimbursable basis if their
   contract states that they must complete mandatory HTSOS training.

Eligible Family Members:

   - All employed Eligible Family Members serving under Chief of Mission
   authority at FACT /HTSOS designated posts must complete HTSOS.
   - Eligible Family Members who are not employed under Chief of Mission
   authority are strongly encouraged to enroll in HTSOS training.

*Note:* Those going to Iraq must also take *FT610 Iraq Familiarization*,
and those going to Afghanistan must also take *RS415 Afghanistan
Familiarization*. Both are five-day courses offered by FSI. Contact
FSIREGISTRAR at state.gov <FSIRegistrar at state.gov> for information.

Course Description

The seminar is designed to provide participants with threat and situational
awareness training against criminal and terrorist attacks while working in
high threat regions. Participants will learn risk management, health
management, surveillance detection, crime and personal protection,
defensive driving, kidnapping prevention, minefield awareness and awareness
of threats from explosives and countermeasures. It is an interactive
eLearning seminar available via the Internet, using a computer or mobile
device.

A training completion certificate for those who have successfully
completed *HT401
High Threat Security Overseas Seminar* is considered valid for five years
(Department of State 13 FAM 320).

Course Objectives

   - Risk and Security in High Threat Regions
   - Staying Healthy Overseas
   - Surveillance Detection
   - Preventing Crime and Personal Protection
   - Driving Defensively
   - Awareness of Minefields and Unexploded Ordnance
   - Kidnapping: Prevention, Preparation, and Response
   - Threats from Explosives and Countermeasures


Exam Requirement

To complete this course successfully, students must pass every exam
associated with a module with a score of 80% or better.

Schedule

Students have 90 days to complete this five-hour course.

   - Students who do not complete the course in 90 days must re-enroll.
   - Students who attend on a reimbursable basis must submit a new funded
   SF-182.

   - Department of State direct-hire employees and EFMs, apply online

   - Tips from Caroline....
   - In order to get the link for the course you will need to enroll in the
      course by completing the SF-182 in full.
      - There is a fee associated with the SF-182
      - It should take 3-5 days for FSI to enroll you/provide you with a
      password, however given the new requirement and increase requests it may
      take longer.  If that is the case and someone has a trip coming up, call
      and email FSI.
      - When you complete the course make sure to PRINT the certificate.
      - ECC will not be approved without proof (certificate) you have taken
      the course.
      - Call FSI  703-302-7137 if you have questions they are very helpful.
