[Ncep.list.fv3-announce] global-workflow: GFSv16.1.1 now in operations and develop branches, new release created

Last week, Thursday May 20th @ 12z, the GFSv16.1.1 updates were implemented
into operations on WCOSS. Those version updates have now been merged into
both the operations and develop branches in global-workflow.

branch) has been made:

The GFSv16 release branches have also now been cleaned up. Please update
your forks/branches/clones accordingly. Thanks!
