[Ncep.list.fv3-announce] global-workflow: EMC_verif-global v2.0.0 major update for METplus support

All,

There has been a commit today to global-workflow develop to update the
EMC_verif-global tag for a major update release to v2.0.0. This release
includes an upgrade for using MET v9.1.3 and METplus v3.1.1, as well as all
python scripts updated to python3.
