Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Interaction between GFDL MP and radiation

In the current GFDLMP, all hydrometeor species (liquid cloud, ice, rain,
snow, graupel) are combined and re-partitioned and grouped based solely
temperature into ice and liquid before they are used in the radiation
calculation. An alternate and more physically based (consistent) method is
implemented to use hydrometeor information from the GFDL MP. The individual
hydrometeor species and their corresponding radii from the GFDL MP are fed
into the radiation. Some results can be seen in the ticket. To turn on this
option, two namelist variables lgfdlmprad and effr_in the gfs_physics_nml
need to set to ".true.", currently the default values for both variables
are ".false.".

A new regression test that uses this capability is added. There is no
impact on current regression test (the GFDLMP test in current RT does not
use this option). Regression test passed on all the supported platforms
including wcoss (phase1/2, cray, dell), theia, jet and gaea.
