[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190212

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #59928: update regression test script (rt.sh) to use slurm on theia.
A new capability is added to rt.sh to use slurm on theia. Results generated
from slurm job card match the Moab/Torque baselines. Currently rt.sh is
still using Moab as default, but developers can switch to slurm by setting
SCHEDULER=slurm for theia machine in rt.sh.

The changes have no impact on the NEMSfv3gfs baseline results on all the
platforms.
