[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190416

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #60993 <https://vlab.ncep.noaa.gov/redmine/issues/60993>: add
variable R and cp support

In support of the Deep Atmosphere Dynamics extension of FV3, variables R
and c_p are required as the gas mixture of the atmosphere changes with
altitude. MULTI_GASES compile option is added to FV3 code to allow for
virtual temperature to be calculated from variable tracer constituents. To
to Compile with MULTI_GASES, "MULTI_GASES=Y" needs to be in the compile
options. By default, the MULTI_GASES option is not used.

Current regression test does not compile with MULTI_GASES=Y, there is no
impact on baseline. Regression test passed on theia and wcoss(phase1/2,
cray and dell).
