Dear all,

An emergency commit was made to the NEMSfv3gfs and FV3 repositories:

Tash #50871 <https://vlab.ncep.noaa.gov/redmine/issues/50871> bug fix in
NSST foundation temperature

EMC fv3gfs parallel found that NSST foundation temperature is updated to
climatological RGTSST tendency term four times per day at FH000 forecast
time for each cycle. A fix is added to sfcsub.F to not update NSST
foundation temperature at the first time step.

New baselines were created on wcoss, theia and jet. Regression test passed
on the supported platforms.
