[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20180327

Dear all,


Following changes were committed to the NEMSfv3gfs and FV3 repository:

Task #47892 doxygen update

1) Updated inline documentation on GFS PHYSICS

2) Updated inline documentation for fv3 dycore

3) Added FV3 license file and FV3 public release README document

There is no impact on results. Regression test passed on all the supported
platforms.
