[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20180612

Dear all,

Some urgent code changes were committed to NEMSfv3gfs and FV3 repositories
to add support of running NEMSfv3gfs on t/u jet.

FV3:
Task #51464 <https://vlab.ncep.noaa.gov/redmine/issues/51464>: Correct the
hard-coded optimization options in gfsphysics/makefile and ipd/makefile
The FV3 build system has some hard-coded optimization options in gfsphysics
and ipd which don't work for Jet. The logic is updated to use the correct
optimization options on Jet, without changing the options for other
machines.

NEMSfv3gfs:
Bug #51463 <https://vlab.ncep.noaa.gov/redmine/issues/51463>: Add support
for building on t/u jet.
The libraries used to build the NEMSfv3gfs on Jet are compiled with
instructions that cannot run on the t or u Jet partitions. The build system
is updated to use a different set of libraries, compiled by George
Vandenberghe and Sam Trahan, which are able to run on t/u Jet.

The code changes do not alter results on platforms except jet. New
baselines are created on jet including xjet, svjet, and t/u jet.
