[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20180604

 Dear all,

Some urgent code changes need to be committed to NEMSfv3gfs and FV3
repositories to fix the excessive cooling at cloud top. The first part of
the two commits (#task 48136) was done this morning.

Task 48136: Add scale-aware TKE-based moist EDMF vertical turbulent mixing
scheme to NEMSfv3gfs and include convective transport of tracers in the
current GFS cumulus convection schemes

The code changes do not alter baseline results. A new regression test
fv3_satmedmf was added to test the new scale-aware TKE-based moist EDMF
vertical turbulent mixing scheme. Regression test passed on wcoss cray,
phase1/2, theia and jet.
