[Ncep.list.fv3-announce] [Ncep.list.nems.announce] Impending NEMS commits

Hi all,

The changes to NEMS, produtil, and NEMSfv3gfs are committed.  I'm still
running the tests for NEMSGSM (NEMSCompsetRun passed, but rt.sh is still
running).  I will commit the NEMSGSM later today.
