Also this difference is understandable from the calculation of TSEA in SFC_SICE. 
It is computed like this. TSEA is taking in that subroutine.

tskin = tice*fice + tgice*ffw

Where fice is sea-ice fraction and ffw is sea water fraction. TICE is the sea-ice surface temperature computed by 3 layer sea ice thermodynamics model of gfs and tgice is a constant which is the freezing temperature of sea water, which something like ~271.

So in this calculation the portion of sea water is always assumed to have temp equal to freezing temperature. Most of the time which is not true.

Where as in the ocean model as they take the actual temperature of the portion of water from ocean model itself, there it is not assumed to be constant.
