 Several updates since last commit; highlights include:

 * Enable the use of {{{global_cycle}}} in the workflow.
 * Turn on {{{stochastic physics}}} in the workflow.
 * Disable archiving ensemble restarts at all analysis times; default
 archive at {{{00Z}}}

 is ready for [source:trunk] re-integration.
