 There are few urgent changes that need to be added to the workflow trunk.
 Merging the trunk to tic21 shows a lot of property conflicts.  I instead
 created a new branch
 https://svnemc.ncep.noaa.gov/projects/fv3gfs/branches/fanglin.yang/tic21a
 out of the current trunk to include the urgent changes.

 Commit the updates to the trunk.

 LUNA-llogin1 > svn -m "add and update parameters specific to gfdl-mp to
 config.fcst and exglobal_fcst and make a few parameters related to mono-
 nonmon and hydro-nh tunable outside of exglobal_fcst" commit
