 The workflow needs to be updated for fv3gfs cycling run with NSST on since
 (1) The new interface in GSI to read Gaussian grid FV3 2D file, which
 contains both surface and NSST variables
 (2) The new format (basically, the header records) Gaussian grid FV3 3D
 file from WriteComponent
