 To allow developers to continue to use the FV3 trunk and to speed up the
 development of DA components, I have reverted the two changes I made to
 nc2nemsio and nemsio_regrid in workflow tic21, and committed tic21 to the
 workflow trunk  https://svnemc.ncep.noaa.gov/projects/fv3gfs/trunk.   This
 commit contains changes made by Fanglin, Rahul, Russ and Jun.  Users can
 now use both the workflow trunk and NEMS FV3GFS trunk to run experiments,
 with Write Component and NSST being turned off.  I have run both forecast-
 only and cycled experiments on Cray and Theia.  They all appeared to be
 working.  I have tried my best to check, but I cannot guarantee everything
 is correct. Please let us know if you encounter any problem so we can make
 corrections.
