 Reintegrated branch EXP-cyc from Rahul to the trunk.   The following two
 scripts are updated to get pgbanl to COMROT for verification for forecast-
 only experiments.

 gfs_workflow.v15.0.0/fv3gfs/ush/setup_workflow_fcstonly.py
 gfs_workflow.v15.0.0/fv3gfs/jobs/getic.sh

 Committed revision 97077.
