 There are plans to run stand-alone FV3 nests as is currently done with
 NMMB.  These nests will need boundary conditions from a 'parent' model.
 Modify CHGRES for this purpose.

 There are other changes that Tom and Jim would like moved to the trunk.
 Incorporate their changes under this ticket as well:
 * Changes to the orography filtering.
 * Changes to the orography generation scripts.
